Summary

Winter storms in Gaza are creating cascading humanitarian impacts. Our GANNET analysis of conditions shows that temporary shelter solutions cannot withstand the cycle of destruction and reconstruction due to winter storms. Three major storms affected 740,000 people across 715 displacement sites, destroying 13,600 tents completely. Storm damage creates immediate health consequences, as those living in displacement sites in flood-prone areas are exposed to contaminated floodwaters. Analysis shows 75% of women-headed households urgently need shelter support. Each storm reverses weeks of rehabilitation work, whilst access constraints and depleting tent stocks limit the ability to rebuild. Two months of winter remain. Current response capacity and resources are insufficient to sustain operations at the pace at which winter storms are destroying shelters.
